This letter sets out the TMA’s concerns over the limitations of using tobacco tax as the primary tool to reduce tobacco consumption. It points out that harmonisation of excise duties across the EU, whilst desirable, will be impossible in the short to medium term due to the differing economic conditions in the Member States.
